MoBSE Launches National Training for Foundational Literacy Rollout

The Ministry of Basic and Secondary Education (MoBSE) commenced a six-day National Training of Trainers (ToT) on Foundational Literacy. This initiative prepares educators to implement updated curriculum standards across the country. Officials designed the programme for a nationwide rollout during the 2026/2027 academic year.

Training Site and Coordination

Soma Upper Basic School in the Lower River Region serves as the primary site for the six-day National Training of Trainers. Organizers selected this location to host participants from across the country for the duration of the sessions.

The Central Projects Coordination Unit of the Ministry of Finance and Economic Affairs (MoFEA) manages the logistical coordination of the training program. This unit oversees the operational requirements necessary to support the initiative at the school site.

Awa Saho-Jallow, Head of the INSET Unit, noted the importance of the program during the opening sessions. "The success of classroom teaching depends largely on the quality of training provided to those responsible for preparing teachers," she said. Her remarks reflect the focus of the Ministry of Basic and Secondary Education on improving instruction standards. The coordination efforts by the Ministry of Finance and Economic Affairs ensure that the necessary resources are available to facilitate the training objectives.

Scope of Literacy Programme

Foundational Literacy and Numeracy (FLN) curriculum standards apply specifically to pupils at the Early Childhood Development (ECD) 2–3 levels, as well as students in Grades 1–3. Ministry of Basic and Secondary Education officials structured these literacy and numeracy targets to address foundational skills during these initial years of schooling. This scope ensures that the instruction methodologies taught during the training sessions align with the developmental requirements of children across these age groups.

Financial and technical backing for the initiative originates from the World Bank. The institution provides this support through the RISE Project, which aims to improve education outcomes. This partnership between the ministry and the World Bank facilitates the deployment of the updated curriculum and the training of personnel tasked with its implementation. The RISE Project resources cover the operational requirements needed to scale the program across the regions, ensuring the standards reach the intended grade levels.
